This study aims to analyze the implementation of DKI Jakarta Governor's Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags (KBRL) in South Jakarta, with a focus on the Pondok Labu Market and the Mayestik Market. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation, and uses the policy implementation theory of Van Meter and Van Horn as an analytical framework. The results of the study show that the implementation of policies at the Mayestik Market can be considered successful. The decrease in the number of plastic bags generated at Mayestik Market is driven by the active role of human resources, market management who routinely provide appeals, traders who provide environmentally friendly shopping bags, and high awareness of visitors to bring their own shopping bags. On the other hand, in the Pondok Labu Market, the implementation of this policy has not been optimal. The amount of plastic waste generated remains high due to weak supervision, lack of appeals, and lack of awareness from both traders and visitors. In addition, the implementation of the policy also faces various obstacles at the level of the Environmental Service, such as limited human resources and budget efficiency. Administrative sanctions regulated in regulations have not been implemented to the maximum, creating a gap between normative rules and practice in the field. This condition reduces the deterrent effect for violators and inhibits behavior change among business actors and the community. Based on these findings, the researchers recommend the need for stricter supervision, consistent implementation of sanctions, and increased resource capacity to support eco-friendly shopping bag policies in order to function more effectively and sustainably.
